Wondering possible reverse import source images to photoshop.
Import the images location, rotation and put them in different layers.

I'm afraid there's no such thing.
I suppose there's image export, but not in different layers. Adobe's PSD file format is not public and is undocumented.
I was thinking is it possible Photoshop import the spine file(Like .jaosn information and some how doing...)
But image export is good enough to achieve my job.

Spec seems to be up to date to Photoshop CC 2015.
The spec is probably how third-party programs like SAI, Clip Studio Paint, Corel Painter, and GIMP can open and save as PSD.
That said, I suspect it's not that simple to implement.
Interesting, last I looked it wasn't public and apps the could read PSDs did it through reverse engineering. It's still list as a closed proprietary format on wikipedia.

Recently I played around with 3D coat and it has a nice live sync with external image editors for textures.
A shortcut like "open in external editor" in Spine that simply opens the currently selected image in the configured editor might be useful for quick adjustments (no bone transformations applied).
An advanced version would probably have to open the current skeleton pose as a PSD composition of smart objects to keep the original files intact. Might be useful to create variants of attachments directly on the current character pose - no screenshots or exports needed.
Regarding the license of the .psd format I couldn't find any news either, but they seem to be open for 3rd parties.
