Command Line export fails in v3.1.07

It works fine in 3.1.06 but in 3.1.07 I get the following error

ERROR: Error loading project: C:/myproject/seahorse.spine
java.lang.RuntimeException: Not a valid project file: C:/myproject/seahorse.spine

The file opens w/o problems in the 3.1.07 GUI, but fails in CLI.
