I would like to scale mesh in edit mode, but can only move points or group of points 
Tried press "x" for scale - no way..
Is it possible? If not - it will be very handy feature!

um... yes you can....?
not only can you scale a mesh, you can decide where to scale the mesh from (click and drag the + in centre of scale tool) - don't know when this would be used but seems neat
Are you sure you're not trying to scale an individual vert~?
