I'm not really sure why it's not there. I think it might have been because some people hadn't moved to the new Unity versions yet, and then months went by and we just kinda forgot about it.
It could be added, I guess.
The sorting layer info is also serialized into the Renderer component too, so I guess if the SkeletonRenderer's inspector code just kinda picked up data and changed data from the renderer instead of having its own, it would work fine.
