Unfortunately, Spine does not have the ability to rotate the viewport. You may want to add a parent bone to temporarily rotate the whole image, change the rotation value of it, create the animation, and then reset the rotation value of the parent bone when the animation is complete.

You are right, it indeed cannot be used if the skeleton has bones that their Rotate
inheritance are disabled. Your suggestion seemed reasonable to me, so I have created a new issue ticket to add this feature: EsotericSoftware/spine-editor742
