combine two separate skeletons?

Hi, i have two separate files each with their own skeletons (a rider and a horse skeleton) . but i need to have the rider constrained to the horse, but constraints across two separate skeletons is not supported. is it possible to combine the two skeletons into one?

You can also make one skeleton follow the other skeleton at runtime, unless you want to export the texture atlas as a single combined page. If the rider may get off the horse, it might be better to make the rider follow the horse at runtime.
